PROBLEM TO BE SOLVED: To provide a lubricant applying device for applying a lubricant to an image carrier in an image forming apparatus, such as a copier, a facsimile and a printer, having an improved performance of applying the lubricant while suppressing an increase in costs and size of apparatus, to provide a process cartridge including the lubricant applying device, and to provide an image forming apparatus equipped with the process cartridge including the lubricant applying device. SOLUTION: The lubricant applying unit 76Y that is a brush roller, for applying the lubricant 71Y to the image carrier 20Y at a position upstream of a cleaning position where a cleaning unit 41Y cleans residual toner from the image carrier 20Y in the moving direction B1 of the image carrier has a residual-toner collection rate X of 50% or less for collecting the residual toner from the image carrier 20Y in a state where the lubricant applying unit is new. The collection rate X is obtained by X=(Ta-Tb)/Ta×100, where Ta is weight per unit area of the residual toner on an area of the image carrier 20Y that has not come into contact with the lubricant applying unit 76Y, and Tb is weight per unit area of the residual toner on an area of the image carrier 20Y that has come into contact with the lubricant applying unit 76Y.
