PROBLEM TO BE SOLVED: To provide a wiper arm and a wiper blade, excellent in corrosion resistance. SOLUTION: The wiper arm or wiper blade includes a coated steel sheet having a coating film on a steel sheet as a constituent material wherein the wiper arm or wiper blade is obtained by machining the coated steel sheet, the steel sheet is a hot dip galvanized steel sheet, a hot dip Zn-Al alloy plated steel sheet or a hot dip Zn-Al-Mg alloy plated steel sheet, the coating film has: primer coating films formed on both sides of the steel sheet to be machined to the wiper arm or wiper blade; and post-coat coating films formed on the primer coating films after machined, and the surface tension of the primer coating film is 35-75 mN/m.
