The device has articulated blades (3) consisting of sails, a drive shaft (4), a connected ballast (5) and connected steel springs (6). The sails, the drive shaft, the connected ballast and the connected steel springs are fastened to rotating plates (2). The rotating plates are fastened to an axle shaft (1), according to which an axle of the drive shaft exhibits a parallel direction to the axle shaft. The ballast is attached to the blades before the drive shaft in a rotating direction, and is in firm connection with the drive shaft. Steel springs have a firm connection to the drive shaft.
