<P>PROBLEM TO BE SOLVED: To provide an improved PDP for shortening a discharge delay as the higher definition of the PDP is required and there is the need for improving the addressing speed. Ž<P>SOLUTION: The PDP includes X, Y electrodes 14, 15 as a pair of display electrodes arranged on a substrate, a dielectric layer 17 covering the pair of display electrodes, and a protecting layer 18 covering the dielectric layer 17. The protecting layer 18 has a MgO film 18a laminated on the surface of the dielectric layer 17, and a plurality of MgO crystal grains 18b deposited on the MgO film 18a. The coverage of the MgO film 18a on the surface is ≤10%, and the plurality of MgO crystal grains 18b are arranged so that the faces opposed to a discharge space are oriented in order. The plurality of MgO crystal grains 18b include such aggregates 18c that a plurality of MgO single crystal grains 18b1 are aggregated. A cumulative 50% value for the cumulative grain size distribution of the plurality of MgO crystal grains 18b including the aggregates 18c is 1.28-1.43 times that for the cumulative grain size distribution of the MgO single crystal grains 18b1.
