The damming fiber insulator has sheathing as a support for mechanical load of the insulator. The damming fiber insulator is provided with additional protective cover (5) in non-adhesively joined manner, where the protective cover is connected with damming fiber. The sheathing is dimensionally stable, where the protective cover is formed with plastic fibers, polyamide fibers and amide fibers. An independent claim is included for an insulation cartridge for use as component of pipe jacket insulator of steam generator.
