PURPOSE: A system for managing/selecting a rate of a line relaying company and a method thereof are provided to select an optimum company automatically by using the managed rate and quality. CONSTITUTION: A rate management system(300) receives various agreements(200) from communication companies, and manages conditions related to rates and margins of each receiver. An agreement input unit conveniently makes an agreement be information based on an agreement format. A prefix management unit manages prefixes provided/managed by a corresponding communication company. A rate rank processing unit processes rate ranks of each communication company of each prefix.
