PURPOSE: An apparatus and a method for manufacturing a wire protecting cover are provided to improve a shape retention force of a base material by rapidly extruding and cooling the base material in a cooling tank and an extruder. CONSTITUTION: An apparatus for manufacturing a wire protecting cover includes an extruder(110), a cooling part, a spreading jig(137), a molding device(140), and a tension part(124). The extruder molds a base material of a roll shape. The cooling part is connected to an injection molding machine. The cooling part cools the base material. The spreading jig is connected to the cooling part. The spreading jig spreads the base material. The molding device is connected to the spreading jig. The molding device forms a hole on the base material. The tension part is connected to the cooling part. The tension part pulls the base material ejected from the extruder.
