<P>PROBLEM TO BE SOLVED: To solve the following problem: in a cast-on-strap method and a welding method for forming a shelf portion of an electrode group, irregularity in height between electrode lugs causes nonuniform connections between respective electrode plates and the shelf, which causes a lead to be used more than necessary, so that it becomes necessary to efficiently eliminating a difference in height between the electrode plate lugs. Ž<P>SOLUTION: Lugs of positive electrode plates and/or negative electrode plates making up an electrode plate group are inserted in an interdigital jig to project a row of electrode plate lugs from the jig. The projecting electrode plate lugs are then cut with a cutting blade moving along the top face of the jig in the direction of the row to uniform the height of each electrode plate lug.
