<P>PROBLEM TO BE SOLVED: To obtain an electromagnetic converter capable of generating a magnetic flux even on a turning portion of a meandering coil pattern of a vibration film. Ž<P>SOLUTION: The electromagnetic converter 1 includes: permanent magnets 2, 3 arranged with predetermined intervals so that polarities can be alternately magnetized; the vibration film 4 which is disposed so as to oppose the magnetization forming surfaces of the permanent magnets 2, 3, is electromagnetically coupled to the permanent magnets 2, 3 when a current is applied to the meandering coil pattern 4a formed on the surface thereof and vibrates in a thickness direction; and a frame 5 for covering the permanent magnets 2, 3 and the vibration film 4 to support them. The permanent magnets 2, 3 have permanent magnets 2a, 2b and 3a, 3b formed like a comb with predetermined intervals, respectively, wherein the two permanent magnets 2a, 2b and 3a, 3b having different polarities are combined alternately so as to mate each other on an opposite surface of the vibration film 4.
