PROBLEM TO BE SOLVED: To provide a rubber composition having vulcanization characteristics excellent in heat-aging resistance while holding excellent flame retardancy and having a low environmental load, to provide a rubber composition for a conveyor belt composed of the rubber composition and to provide the conveyor belt using the rubber composition for the conveyor belt. SOLUTION: In the rubber composition containing a chlororubber and a flame retardant, the flame retardant contains at least a chlorinated paraffin, antimony trioxide and bis-(pentabromophenyl)ethane and a chlorinated paraffin content, an antimony trioxide content and a bis-(pentabromophenyl)ethane content are 10 to 45 pts.mass, 1 to 20 pts.mass and 5 to 35 pts.mass, respectively, to 100 pts.mass chlororubber.
