<P>PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that always has stable electrophotographic characteristics and extremely superior durability and forms a stable image with little changes in density by decreasing changes in a potential of a bright part in the initial period of continuous sheet feeding, and to provide a method for manufacturing the photoreceptor. Ž<P>SOLUTION: The electrophotographic photoreceptor includes a conductive support and a charge generating layer, a charge transporting layer and a surface layer on the conductive support. The method for manufacturing the electrophotographic photoreceptor includes steps of: forming the charge transporting layer by applying a coating liquid comprising a charge transporting material, a resin and a solvent on the charge generating layer, and drying it at 100°C or lower; forming the surface layer by applying a coating liquid comprising a hole transporting compound and a solvent on the charge transporting layer, irradiating the coating with electron beams at an acceleration voltage of 100 kV or lower, and then heating and curing it at 140°C or lower. The amount of a residual solvent in the charge transporting layer after the charge transporting layer is formed and before the surface layer is formed ranges from 0.5 mass% to 5 mass%.
