<p><P>PROBLEM TO BE SOLVED: To provide a grounding resistance reducing agent which has an excellent grounding resistance reducing performance and maintains its performance for a long period of time, where the effusion of components of the hardened body by running water such as soil water and rain water is little after construction. <P>SOLUTION: The grounding resistance reducing agent is composed of cement and/or gypsum, coal ash, and a carbon fiber.
