<P>PROBLEM TO BE SOLVED: To provide a primer composition for modification which is friendly to human bodies and the environment and excellent in adhesion with various types of old topcoats including fluorine-based old topcoats. Ž<P>SOLUTION: The primer composition for modification contains an acrylic emulsion (A), a water-dispersible polyisocyanate (B), and a hydrolyzate (C) of an epoxy group-containing alkoxysilane. The acrylic emulsion (A) contains an acrylic resin consisting of a polymer of monomers which contains 20 mass% or more of one or more selected from t-butyl methacrylate, i-butyl methacrylate, and cyclohexyl methacrylate, the acrylic resin having a number-average molecular weight of 4,000-50,000, a hydroxyl value of 70 mgKOH/g or less, an acid value of 20-50 mgKOH/g, and a glass transition point of 50°C or above.
