<P>PROBLEM TO BE SOLVED: To easily produce, for a short time, a liquid composition having uniform high solid concentration of an ion-exchange polymer having a sulfonic acid type functional group and highly fluorinated. Ž<P>SOLUTION: This method for producing the liquid composition having 11 to 50 mass% solid concentration of the ion-exchange polymer has a mixing and stirring step for stirring a mixed liquid formed by mixing the ion-exchange polymer composed of a perfluoro carbon polymer having an -SO<SB>3</SB>M group (M denotes a hydrogen atom, a potassium atom or a sodium atom), an organic solvent for swelling the ion-exchange polymer and water to form the liquid composition. In the mixing and stirring step, stirring speed is increased according to reduction of viscosity of the mixed liquid and the highest stirring speed (H) and the lowest stirring speed (L) in the mixing and stirring step satisfy 5L≤H.
