The electrical floor or wall heater has an electrical heat conducting layer (3) that has a dried aqueous conductive film. The dried aqueous conductive film is placed in a closed surface as heating layer at a base. The base is made of concrete, epoxide layer or poly urethane layer (2) and conductive tracks. The distance of the conductive tracks depends on the obtained heat output. Independent claims are included for the following: (1) a method for manufacturing electrical floor or wall heater; and (2) a method for manufacturing track heater.
