PROBLEM TO BE SOLVED: To enable a user to update map data, by making downloading of the predetermined number of times free-of-charge, regardless of the time for the user to start using a navigator. SOLUTION: The navigator includes: a history memory means (RAM 19) for storing a map update history 20 including the setting of the number of times of free-of-charge map updates and the number of times of the free map updates; a communication means 14; and an update permission determination means 15, and when the map data stored in the map storage means 12 are updated, by receiving the newest map data from the server, an update permission means 15 determines, by referring to the map update history whether the free update of the map is possible, by comparing the set number of times of the map updating and the number of times of the free-of-charge map updating; and if the free-of-charge map update is possible, the map data stored in the map storage means 12 is updated, by receiving the map data from the server and the number of times of the free-of-charge map update in the map updating history 20 is changed.
