<P>PROBLEM TO BE SOLVED: To attain reduction in an adverse effect of magnetic imbalance of each phase and further slimness of a magnetic circuit portion capable of integration with a circuit as well as low noise by canceling a cogging torque generated between first rotors and a cogging torque generated between second rotors in a conventional rotating electric machine having a claw magnetic pole structure. Ž<P>SOLUTION: The rotating electric machine is formed into a double-rotor structure so that a torque generation portion can be generated at inner and outer peripheries of a stator, respectively, and further phases generating cogging torques on the inner and outer periphery sides are shifted, thereby attaining a low cogging torque.
