<P>PROBLEM TO BE SOLVED: To provide a paper feeding device allowing an user to surely supply paper sheets so as not to damage the paper sheets caused by erroneous supply or cause a paper feeding failure due to shift of paper sheets, and to provide an image forming apparatus having the paper feeding device. Ž<P>SOLUTION: The paper feeding device comprises: a paper cassette disposed in a direction intersecting with a paper carrying direction, inserted into/detached from a device body, and storing a bundle of paper sheets; a loading plate disposed inside the paper cassette, and moving up/down while loading the bundle of paper sheets on a top surface thereof; and a motor for moving up/down the loading plate. The paper cassette includes: a wire linked to the loading plate; a reel taking up/winding off the wire to move up/down the loading plate; and a rotational shaft detachable from the motor and rotating the reel. An elastic member exerting the loading plate upward is disposed between a bottom plate of the paper cassette and the loading plate, and the rotational shaft is provided with a tension adjusting mechanism eliminating a slack of the wire.
