PROBLEM TO BE SOLVED: To provide a mobile communication system capable of determining whether or not a terminal can use terminal functions defined by specifications in a specific version and higher versions and requiring that these specifications are supported by a UTRAN, for a UTRAN of which the coverage area the terminal exists, in the case of the existence of these functions. SOLUTION: The mobile communication system is capable of notifying a UTRAN (1) of information about a version of specifications or functions supported by a terminal (3) by using an up RRC message in up-link and notifies the terminal (3) of information about versions of specifications or functions supported by the UTRAN (1) from the UTRAN (1).
