PURPOSE: An encoding/decoding method and an apparatus thereof are provided to decoding bit streams which are encoded based on various formats corresponding to each standard(MPEG-1, MPEG-2, MPEG-4, MPEG-4 AVC) through the same information recognition method. CONSTITUTION: An encoding/decoding apparatus comprises a tool box(335) which stores a plurality of functional units(FU), a decoder description interpreter(1420) which extracts a decoder description key(DD key) from the inputted decoder description, a decoder forming unit(330) which forms a recombined decoder after loading and connecting a corresponding functional unit from the tool box, and a recombined decoder storing unit which stores the recombined decoder so as to be distinguished by the decoder description key.
