Functions of an exhaust purification device provided in an exhaust path of an internal combustion engine is more reliably recovered. The exhaust purification device has recovery control execution means for supplying a reduction agent to a pre-catalyst to raise the temperature of an exhaust purification device, thereby executing recovery control for recovering functions of the exhaust purification device, and also has prohibition region setting means for setting a recovery control prohibition region that is an internal combustion engine operation region where the execution of the recovery control by the recovery control execution means is prohibited. The values of the maximum speed and torque of the engine for the recovery control prohibition region is set so that higher the degree of deterioration of the pre-catalyst, the greater the values.
