PROBLEM TO BE SOLVED: To provide a method of manufacturing filler or pigment for making paper having high whiteness by utilizing papermaking sludge as raw material. SOLUTION: The method of manufacturing filler or pigment from papermaking sludge comprises processes of: dehydrating and drying papermaking sludge; and, thereafter, performing drying, carbonization and firing in a rotary kiln, wherein the paper having high whiteness can be provided by blowing steam into the rotary kiln upon the firing.
