<P>PROBLEM TO BE SOLVED: To provide a reflector generation device which reduces the burden of measuring work by eliminating the need of a heavy object such as a compressor or a pump and is capable of performing high-precision measurement even at a position near an injection position and performing stable measurement even inside piping having a large diameter, and to provide an ultrasonic flowmeter using such the reflector generation device. Ž<P>SOLUTION: The reflector generation device, for supplying bubbles into piping as reflectors for reflecting ultrasonic waves, includes an ultrasonic vibrator disposed inside the piping and for supplying reflectors into the piping and an ultrasonic vibrator for imparting driving power of a predetermined oscillation frequency to the ultrasonic vibrator, wherein the ultrasonic vibrator generates reflectors through cavitation.
