<P>PROBLEM TO BE SOLVED: To solve problems in that conventionally, among components used for proliferating the keratinocyte, there are cases that the preventing or improving effects of skin aging and skin roughness are not sufficient, and also the development of a component exhibiting an effect of proliferating the keratinocyte in a plant extract is desired by reflecting recent plant intention and also from a point of safety to the skin, etc. <P>SOLUTION: A keratinocyte proliferation promotor composition includes an extract of a plant belonging to the genus Tabebuia of Bignoniaceae as an active ingredient, and the promotor may contain Tabebuia avellanedae with one or more medicinally effective components selected from the group consisting of a skin-whitening agent, an antioxidant, an anti-inflammatory agent, a cell-activator, a humectant and a peripheral vascular blood flow-accelerating agent.
