<p><P>PROBLEM TO BE SOLVED: To automatically and accurately perform preheating and facilitate transfer to a heating mode after preheating. <P>SOLUTION: A control part 5 executes a first preheating process 20 of performing heating at first heating output 23 after transfer to the preheating mode and completing the heating when detection temperature by a temperature detection part reaches predetermined preheating completion temperature; and a second preheating process 21 of performing heating at second heating output smaller than the first heating output after completion of the first preheating process 20. In the first preheating process 20, change in the heating output by a heating output adjusting part 11 is prohibited, and after transfer to the second preheating process, transfer to the heating mode is performed by operating the heating output adjusting part.
