PROBLEM TO BE SOLVED: To provide a coupon management server and an electronic coupon settlement system capable of changing information on the content of an electronic coupon benefit dynamically using external environmental information in a settlement system using an electronic coupon.

SOLUTION: Based on a coupon ID of an electronic coupon stored in a portable terminal 30, a processing method is read out for the selection of the information on the content of an electronic coupon benefit stored in a coupon management server 40. Information that serves as a judgement criterion for selecting the information on the content of a benefit included in the processing method read out is acquired from an information server 50 in which dynamically changeable environmental information is recorded. Based on the acquired environmental information, the coupon management server 40 selects the information on the content of an electronic coupon benefit and it is decided.
