PROBLEM TO BE SOLVED: To provide an entering and leaving vehicle control system for not only confirming information of an IC card inputted from an on-vehicle reader, but also individually identifying a driver who is actually driving the vehicle. SOLUTION: The entering and leaving vehicle control system comprises a reader for reading data of an IC card and a management device for managing the acceptance/rejection of the passage of a vehicle at the entrance/exit of facility, wherein the reader has a reader part for reading a vehicle ID recorded on an inserted IC card to identify the vehicle and a user ID for identifying a registrant, and an individual identification function part for detecting driver identification information for identifying the driver, based on the physical characteristics. The management device has a registration data part for associating the vehicle ID for identifying the vehicle with the user ID for identifying the registrant and with a driver ID for identifying the driver, based on the physical characteristics for storing them, a collating part for collating whether the vehicle ID information, user ID information and driver identification information are associated with each other and stored in the registration data part, and a passage limiting part for limiting the passage of the vehicle of the entrance/exit, according to the result of the collation.
