PROBLEM TO BE SOLVED: To enable a consumer who has requested to suppress power consumption rate to surely know that a designated breaker stipulated in a contract is actually opened in accordance with a request.

SOLUTION: The information processing system includes: a sensor S for detecting opening/closing operations of the designated breaker B1 in a consumer's house 300; a breaker opening/closing operation receiving section for receiving information indicating an opening or closing operation of the breaker B1 outputted from the sensor S; an overload state information-receiving section for receiving overload state information transmitted in accordance with the overload state and including power distribution system information indicating the power distribution system of a request target; and a power consumption suppression target consumer specifying section for specifying a consumer as a target of request based on the power distribution system information included in the received overload state information. When receiving the overload state information, the information processing system transmits a suppression request message to the specified consumer, and then, detects the opening operation of the predetermined breaker B1 in the consumer's house and informs the consumer of it.
