<p><P>PROBLEM TO BE SOLVED: To increase the capacity of a transmitter by optimizing the BWB transmission between PIUs. <P>SOLUTION: The maximum length of wiring via a BWB 16, between the PIUs 10 and 12, is turned into a maximum length to be free from any errors under a normal environment, which is longer than the maximum length to be free from any errors under the worst environment. The error of data is detected in an error monitoring part 36; and when the error is generated, a transmission speed is lowered to such a speed to be free from errors, under the worst environment by a speed switching determination part 42 and a speed control part 44.
