<P>PROBLEM TO BE SOLVED: To prevent cracks from occurring in a heating belt when returning for an image forming operation from a belt temperature state lower than a belt control temperature during the image forming operation. Ž<P>SOLUTION: A fixing device 6 is set to a first mode or second mode, the first mode being a mode for a combination of heating the heating belt 8 and stopping the rotation of the heating belt 8, and the second mode being a mode for a combination of heating the heating belt 8 and rotating the heating belt 8. After the heating belt 8 is controlled in the first mode when the heating belt 8 returns for the image forming operation from when the heating belt 8 is neither heated nor rotated, the heating belt 8 is controlled in the second mode shifted from the first mode. The shift from the first mode to the second mode is started when the temperature of the heating belt 8 has become equal to or greater than a mode shift reference temperature set in advance.
