PROBLEM TO BE SOLVED: To provide an optimum prediction method that estimates an accurate stockpile of materials and predicts a supply from the estimated stockpile.

SOLUTION: A residual state calculation part 120 calculates with a processor and stores in a residual state storage part 730 a residual state of materials at time tn (n is an integer) at time intervalsΔt as propagating the residual state of materials. A supply management information reception part 110 receives supply management information 201 including a stock observation value 211 of materials at time tm (m is n or an optional integer less than n). When the supply management information reception part 110 receives the supply management information 201, the residual state calculation part 120 inputs the stock observation value 201 of materials at time tm indicated by the supply management information 201 and updates with the processor the residual state of materials at time tm from the residual state before observation to a residual state after observation according to the stock observation value 211.
