<P>PROBLEM TO BE SOLVED: To provide an information processor, an information processing system and a computer program by which the use of a portable storage medium is restricted. Ž<P>SOLUTION: When using a USB memory 2, the user of a PC 3 requests the issue of a memory use password to a management device 1. A management device 1 issues the memory use password, and calculates a valid time corresponding to the issued memory use password, and notifies the PC 3 of the valid time. The PC 3 makes the USB memory 2 store the memory use password and the valid time or the like. When shifting data to the other PC, the user of the PC 3 stores the data in the USB memory 2, and mounts the USB memory 2 on the other PC. When detecting that the memory use password is stored in the USB memory 2, the other PC acquires the memory use password from the user, and when the acquired memory use password is proper and the current date are within a valid time, permits the use of the USB memory 2.
