<P>PROBLEM TO BE SOLVED: To perform proper blur correction even when there are only a few areas for highly reliable motion vectors. Ž<P>SOLUTION: An image processing apparatus comprises: a motion vector reliability calculating section (105) for calculating reliabilities of motion vectors measured for a plurality of motion vector measuring regions; a frequency value calculating section (106a) for calculating appearance frequency values of motion vectors in a high-reliability region for each motion vector; a maximum frequency value selecting section (106b) for selecting a maximum appearance frequency value from among calculated appearance frequency values; an inter-image motion vector calculating section (111, S2) for calculating, when the maximum appearance frequency value is a first threshold (β) or more, a motion vector corresponding to the maximum appearance frequency value as a motion vector between the images; a variation determining section (108) for calculating a degree of variation of positions in the high-reliability region; and a threshold control section (110) for changing the first threshold (β) when the degree of variation is greater than a predetermined value.
