PROBLEM TO BE SOLVED: To provide a plant operation system and a plant operation method for achieving an efficient plant operation by way of monitoring and managing each work.

SOLUTION: A configuration acceptance means 31 accepts an input of facility configurations of a plant. A configuration storage means 32 stores the facility configurations accepted by the configuration acceptance means 31. A facility status acquisition means 33 acquires a current facility status in the plant. A work order acceptance means 34 accepts a work order. A sequence creation means 35 creates an operation sequence satisfying the work order accepted by the work order acceptance means 34, and corresponding to the facility configurations of the plant stored in the configuration storage means 32 and the status of the facility to be acquired by the facility status acquisition means 33.
