<P>PROBLEM TO BE SOLVED: To provide an optical disk and an optical disk device that reproduce desired content smoothly in each country or area even when modulation schemes are different for each country or area. Ž<P>SOLUTION: The disk includes a plurality of recording layers (layers 0 to 3) in a laminating direction. Each layer is separated into a system lead-in area 13 and a data area 14. System lead-in information modulated using a common modulation scheme is held in the system lead-in area 13 of the layers 0 to 4. Data modulated using ETM is recorded in the data area 14 of the layers 0 and 1, and data modulated using FSM is recorded in the data area 14 of the layers 2 and 3.
