<P>PROBLEM TO BE SOLVED: To prevent a monitoring device and all dwelling unit controllers from being incommunicable in the case a fire breaks out in a certain dwelling unit when the monitoring device and a plurality of the dwelling unit controllers are connected by a connected wiring system. Ž<P>SOLUTION: When a communication fault detecting part 720 of a dwelling unit controller 580 connected more upstream than a dwelling unit controller 600 where the fire breaks out detects the occurrence of a communication fault between an emergency reporting control device 540 and itself, a wiring disconnecting part 740 of the dwelling unit controller 580 disconnects a wiring between one of the dwelling unit controllers 560 and 600 connected in the connected wiring system and itself to thereby prevent the influence (occurrence of a communication fault) of a short circuit from reaching dwelling unit controllers connected more upstream than the place of the disconnected wiring even though a communication line 860 connected to the burned dwelling unit controller 600 is short-circuited, for example, due to the burning of the dwelling unit controller 600.
