<P>PROBLEM TO BE SOLVED: To provide an anti-fogging film which is obtained by performing a surface grafting process to a hydrophilic polymer and especially, has excellent scuff resistance and applicability. Ž<P>SOLUTION: The anti-fogging film has a hydrophobic polymer layer which displays polymerization initiating ability under applied energy as a lower layer, and an upper layer which contains a hydrophilic polymer with a polymerizable group and has no polymerization initiating ability, both layers being laminated over each other, on the film.
