<P>PROBLEM TO BE SOLVED: To provide a small animal approach-preventing device which can easily and quickly be attached to a member to be attached, such as an existing pipe or a building structure, and can prevent the approach of small animals. Ž<P>SOLUTION: The small animal approach-preventing device has a first C-shaped clipping frame portions 1A and a second C-shaped clipping frame portions 1B which each can detachably be fit to the member A to be attached and having a circumferential surface (a) and has an opening 1a formed for plunging the member A thereinto, has clipping members 1 having connectors 1C for connecting the first clipping frame portions 1A to the second clipping frame portions 1B at the openings 1a toward the axis L of the members A, has a plurality of the clipping members 1 disposed in the axis L direction, and has short connection rods 2 for connecting the first clipping frame portions 1A and the second clipping frame portions 1B of adjacent clipping members 1, 1, wherein each of the clipping members 1 has the first needle portion 11 projecting upward, the second needle portion 12 projecting obliquely upward, the third needle portions 13 projecting in the lateral directions, and the fourth needle portions 14 projecting obliquely downward.
