<P>PROBLEM TO BE SOLVED: To improve precision of a motion vector assigned to a pixel in a generation frame and to generate a pixel from the high-precision motion vector. Ž<P>SOLUTION: Reliability of a motion vector is determined. When it is determined that the reliability of the relevant motion vector is low, presence/absence of a correlation between a block of a generation frame using a generation pixel relating to the relevant low-reliability motion vector and a block of a reference frame is determined, and a generation pixel in the block for which it is determined that the relevant correlation is present, is determined as an output pixel.
