PROBLEM TO BE SOLVED: To provide a deterioration degree calculation device and a deterioration degree calculation method, capable of favorably determine the state of deterioration of a battery uniformly without being affected by the type or grade of the battery or the like. SOLUTION: A processing section of the deterioration degree calculation device activates a timer to start timing (S2) upon determination that an IG-SW is turned off (S1). Upon determination that a predetermined period of time has passed (S3), the processing section obtains (S4) an open voltage V<SB>O</SB>. The processing section stores (S6) the open voltage V<SB>O</SB>upon determination (S5) that V<SB>O</SB>>V<SB>S</SB>. Upon detection (S7) that the IG-SW is turned on then, the processing section obtains (S8) a discharge-time voltage V<SB>L</SB>, calculates (S9)α, and calculates (S10) SOH based on the calculatedαandα<SB>N</SB>of the battery at a pre-stored base time.
