PROBLEM TO BE SOLVED: To provide a technique for effectively reducing noise without damaging the resolution of images. SOLUTION: In a first array register 101, peripheral pixels of the same color as that of a pixel under consideration are stored in the size order of pixel values. A maximum signal comparison circuit 111 compares a value for which the pixel value maxC of the pixel of the (b1)-th order among the pixels inside the first array register 101 and a threshold ThB are added with the pixel value P22 of the pixel under consideration. When the pixel value of the pixel P22 under consideration is large, the pixel P22 under consideration is decides as the noise, and the pixel value of the pixel under consideration is replaced with maxC. A limit signal comparison circuit 113 compares the pixel value P22 of the pixel under consideration and an upper limit signal value LB. When P22 is larger than LB and P22 is ≥maxC, it is decided that the pixel under consideration is skipping to white alone, and the pixel value of the pixel under consideration is replaced with maxC.
