<p><P>PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus which are able to prevent mixing of colors. <P>SOLUTION: A layer thickness regulating member 70 is a rotatable roll-like member composed of a conductive member. When a developing roll 68 supplies developer to an image holder 36, the layer thickness regulating member 70 regulates the layer thickness of developer sticking to the surface of the developing roll 68. When toner remaining on the developing roll 68 is peeled, an opening/closing switch 102 is turned on according to the control by a control section 62, with a voltage applied to the developing roll 68. The layer thickness regulating member 70 is grounded via a potential setting section 100, and the potential of the layer thickness regulating member 70 is set to a prescribed value, so that toner remaining on the developing roll 68 is attracted to the layer thickness regulating member 70.
