<P>PROBLEM TO BE SOLVED: To solve problems in aiming at further improvement in the thermal insulating property of an external facing building material and a reduction of CO<SB>2</SB>, wherein the external facing building material is cut and machined in the construction field in many cases, which leads to much illegal dumping of cut and machined waste, and much fuel is consumed in means of transportation for the delivery of the external facing material. Ž<P>SOLUTION: The construction of a new production system and a new physical distribution system of the external facing building material marks the reduction of CO<SB>2</SB>and illegal dumping of waste from the external facing building material.
