<P>PROBLEM TO BE SOLVED: To provide a solid-state electrolytic capacitor that maintains electrical current shutoff function when an excessive short-circuit current flows through a capacitor element, and is miniaturized. Ž<P>SOLUTION: The solid-state electrolytic capacitor includes a capacitor element 10 having a positive electrode object 1 from which a positive electrode lead wire 1a is drawn out, a dielectric layer 2 formed on the surface of this positive electrode object 1, an electrolyte layer 3 formed on the dielectric layer 2, and a cathode layer 5 formed on this electrolyte layer 3. Here, the electrolyte layer 3 is composed of a primary electrolyte layer 3a formed on the dielectric layer 2 and a secondary electrolyte layer 3b formed on this primary electrolyte layer 3a.
