Provided is an air-conditioning and hot water complex system which can process a cooling load, a heating load, and a high temperature hot water load simultaneously and supply a stable heat source throughout the year. In an air-conditioning and hot water complex system (100), a bypass pipe (45a) having a bypass electromagnetic valve (309) arranged in parallel with a heating medium-cooling medium heat exchanger (51) is provided between the inlet and the outlet of a cooling medium piping (45) of the heating medium-cooling medium heat exchanger (51). The system opens and closes the bypass electromagnetic valve (309), and thereby allows a cooling medium for hot water to flow in the bypass pipe (45a), thereby controlling the flow rate of the cooling medium for hot water to the heating medium-cooling medium heat exchanger (51).
