<P>PROBLEM TO BE SOLVED: To provide a revolving superstructure control unit which does not change a feeling of an operation of a revolving superstructure by a hydraulic system, even if the revolution of the revolving superstructure is electrically performed by an electric motor, and which can prevent the reverse-direction revolution of a revolving superstructure even if an external force acts on the revolving superstructure. Ž<P>SOLUTION: A hydraulic characteristics-imitated control section 33 performs the hydraulic model control of the electric motor for revolution, so as to revolve the revolving superstructure by having characteristics which imitate the characteristics of the hydraulic system including a check valve for preventing the revolving superstructure from being reversely revolved by the external force. A speed detector 32 detects the moment of the start of the revolution of the revolving superstructure in a direction opposite to a desired direction, while the hydraulic characteristics-imitated control section 33 controls a virtual check valve 59, imitating the check valve, in a closed state. When the speed detector 32 detects the revolution of the revolving superstructure in the reverse direction, a controller 30 controls the electric motor for the revolution so as to stop the revolving superstructure.
