<p>A water- and oil-repellent agent is an aqueous emulsion containing a fluorine-containing polymer. The fluorine-containing polymer comprises (a) a fluorine-containing monomer, and (b) a crosslinkable monomer, wherein the monomers (a) and (b) are polymerized in the presence of a chain transfer agent to produce the fluorine-containing polymer.</p>
