<P>PROBLEM TO BE SOLVED: To provide a polymer flocculant which has more excellent dehydration performance than that of the conventional polymer flocculant and which provides low water content of cake to sludge with the small additive amount. Ž<P>SOLUTION: The polymer flocculant contains a water-soluble amphoteric polymer (A) having the constituent unit shown by general formula (1) (wherein R<SP>1</SP>is a hydrogen atom, a methyl group or an ethyl group; R<SP>2</SP>is a 1-6C alkylene group; R<SP>3</SP>and R<SP>5</SP>are each a 1-6C alkyl group; R<SP>4</SP>is a 1-3C alkylene group; Q is an oxygen atom or -NH-; and Z is -COO or -SO<SB>3</SB>).
