PURPOSE: An exhaust gas treating apparatus, a method of manufacturing the exhaust gas treating apparatus, a mat member, and a method of manufacturing mat member are provided to prevent an exhaust gas treatment net and a casing from being deviated in a mat member in case of using for long time. CONSTITUTION: An exhaust gas treating apparatus(10) comprises an exhaust gas treatment net(20), a mat member(24), a casing(12), and heating elements(80,90). The mat member includes inorganic fibers. The inorganic fiber surrounds a part of the outer circumference of the exhaust gas treatment net. The casing accepts the exhaust gas treatment net surrounded by the mat member. The heating element emits the heat for one or both sides among a gap between the exhaust gas treatment net and the mat member, and a gap between the mat member and the casing.
