Provided is a dispersant characterized by having an amine number between 1 and 100 mgKOH/g, and formed by reacting: the isocyanate groups of a urethane prepolymer (E) that has two isocyanate groups in one terminal region and is formed by reacting the hydroxyl groups of a vinyl polymer (A) having two hydroxyl groups in one terminal region, with the isocyanate groups of diisocyanate (B); and the primary and/or secondary amino group of an amine compound containing polyamine (C). The dispersant can provide a pigment dispersing substance that is not limited by the type of binder resin or solvent, and with a small amount used, has excellent dispersivity, fluidity, and storage stability. Also, this invention is appropriate for offset ink, gravure ink, resist ink for color filters, inkjet ink, paint, coloring resin compositions, and the like.
